I'm not certain if FSBuild has always been this way or not, hard for me to believe I wouldn't have noticed this before, but it is of course possible.

If a step climb profile is used, it seems FSBuild takes winds from the final altitude, and applies them to the entire route. For example, if I plan a flight that will use steps of FL320-FL340-FL360-FL380, FSBuild will only use the FL390 wind data for the entire route.

A copy of the navlogs from FSBuild and ActiveSky are attached.

My questions:

1)Has it always been this way ?

and

2)Is this by design ?
